Ending an email or letter with the phrase, “with best regards” means you’re offering a kind and professional ending to your correspondence. As I mentioned above, you might not want to sign an email to your mother using “with best regards,” despite the fact that it is a polite and perfectly acceptable form of valediction. The phrase is a bit formal for close family members and friends, and is generally more commonly used in the workplace or to finish formal correspondences. I usually end my informal correspondences with “love” or “see you soon,” and rarely send along “best regards,” even if it’s clear I have a deep respect for the letter’s recipient. Entirely up to you! «Regards» is the most formal, «Best regards» the least formal, and «With Regards» somewhere in between.
As with most things, it depends on the context. Any of your three options are essentially short for the more complete thought, «I send this letter with my regards.» You have to ask yourself, does «sending regards» actually make sense in the context of your business position? One would typically use this phrase for long-distance communication, as they are «sending» their emotional investment in which they can not personally deliver themselves (in a metaphorical sense), and having it travel along with the mail. If you are talking about an office environment, it makes a bit less sense.
I recommend using some form of «Thank you» instead, as one is usually asking for the help of coworkers, managers, customers, or such; at the very least, you are asking for their time and effort in reading your message. «Thank you,» «Thanks,» «Greatly Appreciated,» and «As Always, Thanks Again» are all reasonable options.

Regards is a synonym for greetings. Either phrase would be used in a formal letter; you wouldn’t use these greetings in a letter to a close friend or family member. Warm sounds a bit warmer than best, but basically the two are interchangeable.
«Warmest regards» I use for close friends and relatives.
Best to use «Yours sincerely» for initial correspondence with business people. «Yours faithfully» is a bit old school.
Best regards seems very positive. Much like saying «Good Luck» or «Have a Great Day«.
Warm regards can be taken a few ways. But if I wrote Warm Regards it would mean (to me) «Thinking about You«. It sounds very personal.
According to the Oxford English Dictionary regards as a valediction literally means “best wishes,” therefore writing “best regards” is redundant. Avoid using it altogether. “Warm regards” and “Kind regards” were both created specifically to avoid this misusage. Both should be used only with close friends or colleagues.
To the extent there is no real meaning attached to it, best regards means something like, I wish you well. However, when used as closing ; Warm regards and Best regards don’t have much real meaning attached to them and are just polite ways to end a letter. In that way, they are much the same as sincerely.But for the opinion, I would say it’s better to use «Best Regards» instead of Warm or warmest.
One more thing, it’s a reply to a specific comment here. «A letter from India signed «Your humble and obedient servant» or something»
Ans- Yes I saw and I know why they use that form of salutation. It’s a British form of saying a farewell, a valediction. It’s a formal Victorian format that maintained by the British in that era when India was ruled by them and as a consequence Indian people grasp the same form. I wouldn’t say to abandon a wonderfully rich language but I do however suggest to use an appropriate (i.e contemporary) form that your reader will easily understand because a writing to prospects and customers aim for readability not a literary prize or award for Victorian prose.
«With best/kind regards» vs «Best/Kind regards»
In Europe, it is not uncommon to receive emails with the valediction With best/kind regards, instead of the more typical and shorter Best/Kind regards.
When I see a colleague of mine writing such a phrase, I usually point out that it is a kind of old-fashioned affected valediction which, probably, nowadays, a native English speaker wouldn’t write.
Am I right or wrong?

Closing an email with Regards, or Kind regards, is still very common in the UK, and not seen as old-fashioned there at all. Using the same in America may have a different reaction though; when I lived there before moving to Britain I thought it sounded old-fashioned as well.
As to why some Europeans add the «With» at the start, one could speculate it’s because they would do so in their own language. Dutch emails tend to close with «Met Vriendelijke Groeten»; German emails often use «Mit besten Grüßen» or «Mit freundlichen Empfehlungen»; Italian emails can have «Con i migliori auguri». Perhaps it’s just carried over from that.

My company is going into new countries, everybody in the administration is taking an English course. During this course one teacher claimed that you should never, never use the greeting “Best regards”. Instead you should use “Yours sincerely” or “Kind regards”.
Well, when I went to business School in 1979 I only learned that you should only use the phrase «Yours faithfully,«.
Reading this very long thread I think that one should conclude that if you know the person, you can use «Yours sincerely«, and if you do not know the person, you should use «Yours faithfully«.
Is this correct?
Someone wrote that you might capitalize the first letter in both words. What is the significance of that and what would it mean?
As was pointed out «yours faithfully» is out of style but it still can be found in use especially in British English. However, as was also pointed out, there are alternatives that are used in both British and American (North American) English.
Not that this is a rule but in American English a comma is generally used after the greeting and after the closing.

Email is still new enough that conventions are still evolving. It’s far from universally agreed that the conventions for regular, non-email business letters will simply be automatically followed in email. Email began as an informal. ‘short-hand’ medium, and in fact most people still seem to be influenced by this. I don’t think it will ever be as formal as non-email.
As regards how to end a business, non email letter, here’s what I think. ‘Best regards‘ and ‘Kind regards‘ both seem to me suitable only for a personal letter to a friend. I see little or no difference between ‘Best‘ and ‘kind‘ here. ‘Yours faithfully‘ tends to sound old-fashioned today, and is seldom used.
You could just put nothing, except for a nice concluding paragraph. Or perhaps your name and/or the name of your company. Or maybe, you could put ‘Regards‘. I’d omit the ‘kind/best‘ myself, and I’d only say ‘regards‘ to someone I already know.
In a way, it doesn’t matter too much what you put, because I don’t think people much care what you write. They don’t consciously read it, they see so many different endings and they themselves don’t know what to write or to expect.

I guess my first point was out of focus.
«Best regards» is very standard practice. At the end of the day, it all depends on your audience. «Sincerely yours» can sound ‘cheesy’ if it’s put at the end of a mass mailing. This is because you’re trying to be personal when it obviously isn’t.
«Best regards» is nicer and works good in ‘personal’ instances too:

1,. «I remain» is completely archaic. It is the epistolary equivalent of «Egregissimo» in Italian.
The full, formal 19th century version was «I remain, sir, your obedient servant. John Smith»
2. In school (40 years ago) we were taught that Sincerely (or Yours sincerely) is used ONLY in personal correspondence, Yours truly ONLY in commercial/ business correspondence.
3. With email, everything has become more liberal. As email is a less formal medium, it seems paradoxical to re-introduce very formal expressions (I remain; Yours truly)
4. «Best» could be an abbreviation of best regards or the more personal Best wishes.
My brother occasionally uses «Best» in his emails to me. I do not like it. It sounds «breezy» and insincere. It also suggests that the person cannot make the effort to write a complete phrase!

Best. A stripped-down version of “best regards” and/or “best wishes,” the sign-off best offers flexibility in interpretation — which is fine, because all possible connotations are positive! It’s also professional enough without being stuffy.
Regards. When you don’t know the recipient well (reaching out to an acquaintance, cold emailing a business, etc.), “regards” makes more sense than “best regards.” A good option if you want to avoid the common but widely accepted “sincerely.”
Kind/Warm regards. If you have a personal connection with the recipient, a sign-off that includes “kind” or “warm” is a good option. Be careful using this in a professional setting, as it might convey the wrong message of intimacy.

Is It Better to Send an Email or a Note/Letter?
We do suggest you email most interview thank-you notes simply because it’s more immediate. There can be exceptions, though. If you are dealing with an old-fashioned business or a mom-and-pop store where technology isn’t important, then a physical thank you letter might be the best choice. You will have to gauge what is best after you’ve met the hiring manager.
Sending a thank-you note in the mail is a very nice touch, and it is classy, but it’s a little slow. The problem is that today is an instantaneous world. People have information at their fingertips. They expect to get responses immediately, and a mailed thank-you note might arrive too late.
At the same time, we don’t recommend sending an email immediately after an interview, as it may come across as desperate or less sincere. Plus, it won’t serve its bonus purpose: refreshing the hiring manager’s mind about who you are.
Aim to send your thank-you email anywhere between 2-24 hours after the interview.

Because of this, “best regards” is the much safer professional choice, so if you’re in doubt about which one would be better, stick with “best regards” or use the vaguer but still positive “best,” which leaves it up to the reader’s interpretation.
Of course, if you want to play it even safer, “sincerely” is a widely accepted, albeit a little boring, conclusion.
Is the R in “best regards” capitalized?
No, the R in “best regards” isn’t capitalized. “Best regards,” followed by your name, forms its own little phrase or paragraph of sorts. Because of this, you’d capitalize the B in “best” but leave the R in “regards” lowercase.
When you’re formatting your closing, leave one blank line between your last paragraph and “best regards” and another blank line between “best regards” and your name. If you’re writing a formal business letter instead of an email, you’ll type “best regards,” skip a line, sign your name, skip another line, and type your name.
The whole thing will be left-aligned along with the rest of your text and should have enough white space underneath it to not look crowded (at least a line or two should be enough). You should also put a comma after “best regards” to lead into your name.
If you’re writing an email, it’s often a good idea to put your job title, the name of the company you work for, your work email address, and your phone number under your name. If you’re emailing a hiring manager about a new job or don’t currently have a job at all, you can and probably should leave off your job title and company name.

Is “best regards” formal or informal?
“Best regards” is formal. It carries more familiarity than the ultra-formal “sincerely,” but it’s still considered a formal, professional closing.
If you know the person you’re emailing and respect them, closing with “best regards” can be a great way to incorporate some personality into your message. It can also help you articulate your respect and appreciation for the person without diluting your professional message.
“Best regards” can soften an otherwise highly rigid and professional email without coming across as informal. For example, if you need to email your colleagues an organizational update, you’ll want to acknowledge your personal relationship with them without ending with something as casual as “I appreciate you” or something along those lines.
Closing with “best regards” is a great way to balance this with your need to deliver a professional message.
For reference, “kind regards” and “warm regards” are typically less formal than “best regards,” while “sincerely” is a touch more formal. “Best” rides that line about as well as “best regards” does, erring a bit more on the familiar and informal side than the full phrase does.
“Best regards” is also a great option when you’re emailing someone who is no longer a stranger, but you need to be professional with, like a superior or a hiring manager you’ve talked to through several rounds of interviews.

Which of the three phrases in the concluding phrase is most appropriate when sending a work-related email?

Entirely up to you! «Regards» is the most formal, «Best regards» the least formal, and «With Regards» somewhere in between.
As with most things, it depends on the context. Any of your three options are essentially short for the more complete thought, «I send this letter with my regards.» You have to ask yourself, does «sending regards» actually make sense in the context of your business position? One would typically use this phrase for long-distance communication, as they are «sending» their emotional investment in which they can not personally deliver themselves (in a metaphorical sense), and having it travel along with the mail. If you are talking about an office environment, it makes a bit less sense.
I recommend using some form of «Thank you» instead, as one is usually asking for the help of coworkers, managers, customers, or such; at the very least, you are asking for their time and effort in reading your message. «Thank you,» «Thanks,» «Greatly Appreciated,» and «As Always, Thanks Again» are all reasonable options.

I think twinklestar has it right. When the teacher said, «Not in a letter like this» she or he was not referring to the medium of the letter but rather the purpose and the recipient of the letter.

«With best/kind regards» vs «Best/Kind regards»
In Europe, it is not uncommon to receive emails with the valediction With best/kind regards, instead of the more typical and shorter Best/Kind regards.
When I see a colleague of mine writing such a phrase, I usually point out that it is a kind of old-fashioned affected valediction which, probably, nowadays, a native English speaker wouldn’t write.

Closing an email with Regards, or Kind regards, is still very common in the UK, and not seen as old-fashioned there at all. Using the same in America may have a different reaction though; when I lived there before moving to Britain I thought it sounded old-fashioned as well.
As to why some Europeans add the «With» at the start, one could speculate it’s because they would do so in their own language. Dutch emails tend to close with «Met Vriendelijke Groeten»; German emails often use «Mit besten Grüßen» or «Mit freundlichen Empfehlungen»; Italian emails can have «Con i migliori auguri». Perhaps it’s just carried over from that.

“Regards” or “with regards” can be an excellent way to close a business letter or email. Since this sign-off is so short, it allows you to conclude a message as neutrally as possible. Also, if your message contains bad news, keeping your valediction simple can be a great way to avoid sounding insincere or inappropriate. Sometimes a cool and neutral sign-off works well, especially when the content of your email is all business.
Can You Invent Your Own Regards?
Since regards are “sentiments of esteem or affection,” you may wonder if it’s appropriate to choose some novel adjectives. Jolly regards? Affectionate regards? Maybe some tender regards…?
While grammatically correct, these unusual conclusions have the potential to distract readers in a business context. Therefore, we recommend using discretion. If you’re a dramatic opera singer by profession, it could be appropriate to conclude your business correspondence with a colorful phrase, like “rip-roaring regards.” On the other hand, if you’re a lawyer or an accountant, your clients probably expect a more formal farewell. By choosing the correct sign-off for the occasion, you signal to your reader that you understand how to be appropriate and professional.
